Construction Phase Services

A major aspect of AASI’s service is assisting the project design and construction group. From conceptual planning and development, our team of experts stands ready to implement a program directed at the timely, quality, and cost-effective completion of the venture.

Pre-Construction

A review of pre-construction documentation, including plans & specifications, contract documents, cost estimates, construction schedules and entitlement/regulatory documentation can be provided as a service to owners and lenders prior to loan closings. This “peer review” can identify potential problems before they arise. Utilizing 
professionals with extensive contract document production experience, we are able to assess both large and small projects in a timely manner.

Periodic site reviews are intended to estimate a project’s conformance to the contract documents. Observations focus on project documentation, construction schedule, changes in scope and condition, projected cost to complete, review of lien waivers and analysis of periodic applications for payment. AASI architects and engineers have extensive experience with all facets of the construction process. As the owner’s representative, we are able to assess the project from an impartial vantage point and provide not only an accurate assessment of condition, but also asistance when the project is not where it should be.



In addition to project monitoring, we are capable of performing any of the following aspects in the pre-construction phase:

• Development of Project Team organizational structure and communication responsibilities
• Detailed scope of work documentation with each individual contractor and subcontractor involved
• Development of start-up/occupancy activities and sequencing with the owner's staff
• Use of team scheduling conferences to lead the construction team in the development of a coordinated overall project schedule consistent with previously established design and procurement sequencing and the start-up/occupancy requirements of the owner
• Refinement of the construction cost control model to reflect the buyout status of the project
• Update the procurement-scheduling model and integration with the construction schedule
• Coordinate the inclusion of a quality control system into the contractors’ operational procedures
• Conduct Project Team coordination meetings on a regular basis to estimate and verify status, identify problems, obtain and document problem solution steps, and develop nearterm schedules for the next implementation cycle
• Coordinating the contractors' receiving, inventorying, and issuance procedures for material and equipment with the procurement procedures implemented during design and making recommendations for improvements where needed
• Assure updating of all schedules and cost controls, analyzing trends, and making recommendations for action
• Review of scheduled manpower needs in light of area manpower availability and assistance to the contractors in developing specific plans for resolving manpower problems
• Management of the design/procurement/construction interfaces as specific potential trouble areas
• Control change order processing to minimize disruption to the flow of construction while controlling impact on total cost
• Pay request verification based on earned-value schedules, stored materials verification, and quantity measurements where appropriate
• Monitoring of quality control system implementation
